Chapter Eight of The Pasture Was Never Empty: Elinor Ostrom’s Eight Design Principles for Governing the Commons, at Work and at Home.

Abstract

The first half of this book was about seeing. This chapter is about doing, and it is written to be used: open on a desk, a pencil beside it, a calendar open next to that. It sets out the full sequence by which a leader takes one commons inside an organisation from open to governed, in thirteen weeks, with the roles, the decisions and the artefacts each week requires. Thirteen weeks is a quarter, which is the unit most organisations already plan in, and it is long enough for every loop in Chapter 4 to close at least three times. That last point is the reason for the length. A commons is not governed when its charter is signed. It is governed when the sense loop has fired, the reflex has answered, a dispute has been settled and a rule has been changed by the people who live under it, and each of those has happened more than once. Before that, it is a document.
