Chapter Eleven of The Pasture Was Never Empty: Elinor Ostrom’s Eight Design Principles for Governing the Commons, at Work and at Home.

Abstract

Before most people govern a budget at work, they have governed a fridge. A shared flat at twenty, a marriage at thirty, a family car, a joint account, a parent's care in later life, a house that three siblings inherit: each of these is a commons in Ostrom's precise sense. More than one person draws on it. It can be overdrawn. And the cost of overuse falls, sooner or later, on everyone who shares it. Households are also where the commons is hardest to name, because naming it can feel like a breach of the love it rests on. Nobody wants to be the person who suggests rules for the kitchen. So household commons are often run as open access with goodwill: anyone takes what they need, nobody watches, and nothing happens on overdraw until something happens all at once, usually late at night.
